Former Cebu City police chief Royina Garma was detained in the US due to visa cancellation over alleged human rights concerns. She and her daughter were arrested in San Francisco on November 7.
Justice Secretary Jesus Crispin Remulla confirmed that the US canceled Garma’s visa, reportedly based on human rights grounds tied to her involvement in ex-President Rodrigo Duterte’s anti-drug campaign.
Garma previously disclosed details of a reward system and the existence of a “death squad” under Duterte. Despite her detention, the Philippines’ DOJ coordinates her repatriation and plans to offer her witness protection for ongoing investigations.

NZ Immigration Adviser Suspended Amid Allegations of Migrant Exploitation; Firm Under Investigation
New Zealand

#exploitation
New Zealand immigration adviser Heidi Castelucci, also known as Qian Yu, faces suspension and investigation following complaints of alleged exploitation. Migrant Richard Wu claims he paid her $18,000 for a job terminated shortly after starting.
Liberty Consulting Group, run by Castelucci's husband, remains accredited despite the inquiries. Immigration Advisers Authority confirmed that Castelucci could not practice due to her provisional license status and lack of a supervisor.
Complaints are under review by several teams within the Ministry of Business, Innovation and Employment (MBIE), including the Labour Inspectorate. Authorities urge those with information on migrant exploitation to report it.
Canada’s immigration minister, Marc Miller, cautioned that “not everyone is welcome” as the country braces for a possible influx of migrants if Donald Trump enacts mass deportations.
Miller emphasized the government’s priority of securing its borders and ensuring legal entry pathways. This message contrasts with Justin Trudeau’s earlier welcoming stance toward asylum seekers.
Migration experts warn the strict approach may lead to more people taking dangerous routes, as Canada’s Safe Third Country Agreement with the U.S. prevents asylum claims at ports of entry. Critics argue the policy pressures migrants into risky crossings, raising safety and humanitarian concerns.
