Nepal and Serbia followed with 32,138 and 26,804 permits. Seasonal workers received 17,116 permits, mainly in tourism. Concerns arose about foreign workers leaving Croatia for other EU countries.
Parliament member Vesna Vučemilović highlighted the need for better integration policies and action against employer exploitation. Over four years, 400,000 permits were issued, but fewer workers remain in Croatia.
