Canada Ends Border Applications for Post-Graduate Work Permits to Curb Flagpoling

Canada will no longer allow post-graduate work permit (PGWP) applications at the border, announced by Immigration Minister Marc Miller. The move aims to reduce "flag poling," where temporary residents leave and re-enter Canada for quick same-day immigration services, straining border resources.
From March 2023 to February 2024, PGWP applicants made up nearly 20% of flagpoles. The new policy, effective immediately, requires online applications, allowing graduates to work full-time while awaiting permit approval.
Additionally, Canada has reduced flag poling hours at 12 ports and sped up Canada permit processing to maintain border integrity and efficiency.
