Canada to Launch New Permanent Residency Pathway for Skilled Refugees in 2025

Canada is set to introduce a new permanent residence (PR) pathway in 2025, building on the success of the Economic Mobility Pathways Pilot (EMPP). The EMPP connects skilled refugees and displaced persons with Canadian employers, offering a stable route to resettlement.

Since 2018, nearly 1,000 people have arrived in Canada through the program. With the pilot set to conclude in December 2025, Immigration, Refugees and Citizenship Canada (IRCC) plans to launch the new permanent program before then.

While details are still under wraps, the federal and regional EMPP streams have provided job-based and no-job-offer options, along with waived fees, language support, and settlement assistance for eligible applicants applying from outside Canada.
