The Work Permit necessary for foreign nationals seeking decent jobs in the Philippines is an Alien Employment Permit (AEP).

A relationship between a Philippine-based business and a foreign employee is defined as "gainful employment" in the Philippines. After you've secured a job offer from a company ready to sponsor you, you can apply for a Work Permit.
